There are many ways you can create your own moving side scrollbar. You can choice from jquery, mootools and javascript. What are the advantages of each of these? Why would you even want to have customisable scrollbars? Scrollbars are used on a blog or webpage when the text you add to the selected area doesn’t fit as desired.
Customise the scrollbars to your liking using jquery, mootools and/or javascript. When using Jquery there are plugins you can use, that do the majority of the work for you. If you’d like to learn to make your own you can use javascript libraries that have tutorials on how to do it yourself.
